我出生于上海，3岁随父母西迁，西安成为我的第二故乡，这里铸就了我五十年的生活与奋斗。

I was born in Shanghai and moved to Xi'an with my parents at the age of three. Xi'an has become my second hometown, where I have lived and worked for fifty years.

兄长锁志刚，留美著名学者，侨眷身份成为我们互通的另一座桥梁。2000年，我投身学校侨务工作。2014年，荣获陕西省归侨侨眷先进个人；2021年，担任西安交大侨联主席，2023年，西安交大侨联首次荣获“全国侨联系统先进组织”。

My older brother, SUO Zhigang, is now a renowned scholar in the United States. As his family member, I always find there is a special tie between us besides our blood, serving as another connection of our brotherhood. I have engaged in the work related to overseas Chinese nationals since 2000. My job includes conducting investigations to know the situation of overseas Chinese nationals, extending greetings to their family members and relatives, protecting their rights and interests, and organizing activities. In 2014, I was awarded the title of Advanced Individual for Returned Overseas Chinese and Relatives of Overseas Chinese Nationals in Shaanxi Province. In 2021, I served as the Chairman of Xi'an Jiaotong University Federation of Returned Overseas Chinese. In 2023, our federation, for the first time, was awarded the honorary title of Advanced Organization in the National Federation of Returned Overseas Chinese Working System.

2023年，在陕西省侨联支持下，我推动成立陕西高校侨联联盟，任首任秘书长。一年来，联盟积极探索“地方+高校+校友会”工作模式，促进侨务与高校、海外资源的深度融合。举办侨界院士大讲堂、“侨·说”等活动，助力新侨事业发展。促成陕西高校侨联联盟与浙江省侨商会签订科研成果联合开发合作协议，为侨企、高校科研人员搭建交流合作平台，为地方经济发展贡献力量。启动“医心爱侨”项目，为陕西地区高校归侨提供“家门口”的医疗健康服务。以上经验在中国侨联《基层侨联建设》刊发。

In 2023, with the support of the Shaanxi Federation of Returned Overseas Chinese, I promoted the establishment of the Shaanxi University Federation Alliance of Returned Overseas Chinese and served as the first secretary-general. In the past year, the alliance has explored a "local government + university + alumni association" collaborative working model, accelerating the deep integration and interaction between universities and overseas resources. We have held Overseas Chinese Academicians Lectures, "Overseas Chinese Nationals' Talk", and other activities to better serve overseas Chinese nationals. We facilitated the signing of a partnership agreement between the Shaanxi University Federation Alliance of Returned Overseas Chinese and the Zhejiang Association of Overseas Chinese Entrepreneurs to cooperatively develop scientific achievements, establishing an exchange and cooperation platform for overseas Chinese enterprises and university researchers and contributing to local economic development. We also launched the "Medical Care to Overseas Chinese" program to provide "at home" medical service to returned overseas Chinese in universities of Shaanxi Province. Our working experience has been shared in the journal Development of Primary-Level Federation of Returned Overseas Chinese.

二十余年来始终不变的是“为侨服务”的初心。感谢中、省、市、校各级侨联的认可与支持。诚邀更多高校侨联、侨界人士加入联盟，探索具有陕西特色的高校侨联创新发展之路，为实现中国式现代化贡献高校侨界力量。

In the past two decades, my aspiration of devoting to the career of serving overseas Chinese nationals has never changed. I would like to extend my gratitude to federations of returned overseas Chinese at all levels for their trust and support. I sincerely hope more university federations and overseas Chinese nationals would join our alliance to work together and explore an innovative development path with Shaanxi characteristics for university federations, and contribute our strengths and wisdom to the advancement of modernization with Chinese characteristics.
